If windows 8 supports arm architecture then there won't be any need for Windows 8 phone version of OS.
Big thing could be using same aps on your phone as on your desktop.
Anaway for me personally it doesn't change anything. Since i have dedicated pc system for gaming there's no way i swap it for arm based stuff since x86 is needed for performance.
