I suspect that:
Windows Phone 8 -> Windows ARM 8 are all going to form one big happy family. Perhaps even to the point where your Windows Phone 8 = Windows ARM 8 if you dock it into a cradle. You can do a heck of a lot more with a mobile phone processor once you turn off the heat producing screen and give it a stable power supply. So in effect you carry your Windows around with you.
They'll of course charge you extra for the priviledge!
