In my opinion, thats just for PR. Since Kinect was hacked and MS's first _bad_ reactions they figured out that changing their official strategy would bring respect and new "coolness". In case of Kinect it's totally true to signal "we support an open dev-community." just because that makes Kinect more interesting.

But: Microsoft will change their attitude once they lose money 'causeof hacks. That's for sure.
