The way the rumor is written doesnt make any sense. Activating the game through a phone call if your console isnt connected to the internet would still not work. If something like this come around, sony will print each game disc with a unique number. Then you enter the number and it verifies on the disc. This is the only way it could work. This also mean there wouldnt be an activation limit.
