I don't read it, but I can give you three made up reason for both occurences that while clearly not canon is a plausable excuse.
1) Hawkeye did have powes for a while. He used to use the Pym particles to be goliath, so it might give him some super strength minor super strength in one case and might make him vulnerable to Fixer's energy drainer. (I think it was Fixer) which effected tech, genetically altered, magic and mutant superheros alike.
2) Adrenaline gives people Super Strength, and Hawkeye is like 80% deaf and has a super integrated hearing aid. the Charger could of caused it to feedback and KO him.
3) See part of 2... and or Clint Barton is magic now. He was brought back to life Via Scarlet Witch magic so a magic disabler should work on him.
