Because the variables arent in a vaccuum. There is a distinct very real reason why this is only done on PSN, MSFT alone is holding these types of things back by locking up their online store.
Now, id be echoing your sentiments if there was no logistical reason why this wasnt being done on Xbox Live, but sadly there is.
Now nothing comes for free so im sure overhead was covered or aided by Sony since theyre benefiting fromt his as well......., but to imply Sony paid Valve to EXCLUDE Xbox Live in the way MSFT pays to EXCLUDE DLC from PS3 users is downright, urine inducing, milk coming out of the nose hilarous.

@also mantlepieck (sp?) And this is the issue I have where did I say that they did it for only PS3 Users, never once did I say that. Don't make things up. I said they paid them for the service. They most likely did this for the service as they knew MS wouldn't stop their current system.
Hence Sony paid

Well no shit. You said it, and dont even claim ignorance, with the intent of meaning people who bitch about MSFT timed exclusivity are being hypocritical for not being up in arms with this. Why in the world would Sony not have to pay for the rights to link their service to Steam? If a company launces something they usual pay for it. The difference is Sony didnt pay to keep other from NOT getting it,thus you dont see the bitching, you tried comparing it to two totally difference scenerios.
