Try to gold the Special events, they give you tons of exp. You can go to level 25 A-Spec by just getting gold in all the special events. Some are tough to get, like some races in the Grand Tour, but others are pretty easy, like the Jeff Gordon, Top Gear and Sebastian Loeb events.
