From my observations, a normal PSN game cannot have more than 21 points of trophies (I haven't seen any that have more). A PSN that is treated like a normal retail game, though, is given a platinum and I'm not exactly sure what the cutoff point is for retail games (somewhere around 82-83, I believe). DLC cutoff is around 14 points, I think.
If Spare Parts does indeed have a platinum, most of the trophies are going to be gold.

I guess my question is, what makes a PSN game equal to a normal retail game, and therefore is allowed to have 82-83 trophy points plus a platinum? I thought it was based on price, but with the price of this game being $10, it would seem that it's not.

I guess it's up to the developer whether or not they can flesh out enough trophies to support a platinum or not. As far as I know, there are at least 5 games that are $10 (Anarchy is $7.50 or so) that have a platinum; Spelunker HD, the two Alien Breed games, Anarchy: Rush Hour and I can't think of the last one right now.
