Yes, ofcourse (hopefully) the game gets better if it's delayed, but it's not always worth the wait. Like Super Paper Mario. I don't think it would be less good if it came out in Q4 06 as it should before it was moved to the Wii.
Another thing that's just total meaningless wait is when the Europe release gets delayed (thetranslation), since the game won't get any better.
