People are being way to pedantic here and derailing the thread nit picking over what is effectively the English language.
The role of a publisher isn't just giving studio x a load of money and saying 'create something'. It's a relationship between publisher and developer to work together to create the product, the publisher has alot of input in the creation of the IP more on the business side of things - making it a marketable product that will sell, making decisions that will control the budget and developement schedule whereas say, Insomniac will focus more on the individual level creation.
It's not true to say Sony created these IP's on their own but it's also not true to say they had a substantial role in the creation of these IP's and thus any debate is futile.
AND if we do want to start dissecting the English language - the thread title says best new Sony IP created - that is the best Sony IP - an IP that belongs to Sony (NOT an IP created by Sony) thus InFamous, Resistance and the rest are valid answers for that question and they are Sony IP's that have been created.
