I was level 99 and he still kicked my ass. This is what you have to do.
Ventus is best for this fight. His dodge roll is extremely helpful. You will most likely dodge most of his attacks by just spamming square. Use this deck:

That was the deck I used to beat him. Also make sure you get Ultima Weapon or Void Gear. This is how to get to level 99:
