Capcom's the only one who's spoken up, and not even in an official capacity.  Plus this is a policy shift, it's only been about a year since Sony rewrote the rules on this... RE5 came out before the change actually, and no doubt it's online content plans were in the works well in advance of the change (or even the announcement of the change).  Notice how RE5 Gold sticks the DLC on disc for PS3, while the 360 rev gives you download vouchers? 

Not paying for bandwidth is something that inherently benefits developers, there's really no arguing that.  And it's also something that all Sony's competitors (Microsoft, Nintendo, Apple) don't engage in, they're very much alone in this practice.  Probably because they're the only one who's online service runs in the red still...
