Hmm, considering the tremendous rise of the MH series in popularity since the PS2 games and the huge numbers of the PSP games I was expecting much higher sales, in Japan at least. Capcom and Nintendo made a big show when they announced the games' switch from PS3 to Wii, and the widely praised graphics must have been expensive. I'm fairly certain that both companes were disappointed. It sold alright, but it was no blockbuster. 

Granted, it's never been popular in the west (myself I'd never play a MH game), but the Japan numbers had to be higher. 

There's a big difference between what you may have expected from the game's sales and stating that it was probably "a shocker to the industry" , but anyway...

Among other things, the game's online in Japan was paid subscription, as opposed to free online on the PSP. That certainly had an effect on sales on the one hand but on the other hand increased Capcom's profits.
