how do bans work on here anyways...are they IP bans preventing access to the site altogether?  I'm confused, I swore I was able to post in the forums when I was banned.

You just can't acess your IP, you can look at almost everything on the site (though a good part of the charts are restricted to members and therefore you can't look at them). After the ban time is over you can continue normally, unless it is a permaban, in which you are dead for real.
