Don't think it will be backward compatible because of its architecture. I mean, the Cell is too complex for the developers, so if Sony wants to make they console easy to program like the they will have to adopt another processor (but they can release a emulator, who knows). I would not be surprised if the PS4's processor features a low speed clock and less cores, but a very powerful GPU, a lot of ran memory, a lot video memory and a lot cache memory.
