I imagine some would have concerns over it being used as a tracking and monitoring system for a government's citizens.
IDs like driver's licenses and passports are essentially the same thing, but more or less optional. I'm not sure where the differences from a social security card would lie, other than SS numbers being issued for tax and benefit purposes rather than for activity monitoring.
