Actually, in the US Bioshock PS3 was full price iirc. So were Oblivion, Eternal Sonata, Lost Planet, Ridge Racer 7 and most other late PS3 ports... to be honest, I can't remember a single "year later" 360 to PS3 port that launched at a budget price here?

I guess your from the UK so how do you know that applies to 'Europe'? Also (in the UK at least) games are never sold for the RRP, shops normally knock off between £5 to £15 for all games year late or not right from day one. I've never heard of games being released at a budget range price for being released later on a rival console. Doesn't make much business sense to me.
