They sell PS3 slim bundles here that include:
A jailbroken PS3
A PSJailbreak/PSGroove or whatever clone they may have
An external HDD full of games
He isn't lying... I don't know about the 300 games though but... remember there are many "small" games on the PS3 that are only 4/6 GB... and remember that the jailbreak allows many things like emulating older consoles so maybe not all games in the HDD are necessarily PS3 games...
Maybe he has a 1TB external HDD full of PS3/PS1/SNES/etc games that make a total of 300 games.
These bundles only come with external HDDs full PS3 games here though, not PS1/SNES games... I don't know if it's different where you live though.
Here's an example of what the HDDs include (I copied and pasted it from one of those sites that sell that kind of stuff here), it's a 500GB HDD with 43 games:

i had no idea this was even possible? im guessing you cant play online with them as Sony will kick them off, and trophies would be an issue?

It has been possible ever since those first PSJailbreak videos started appearing all over the internet and everyone was making news about how the PS3 had been hacked and all.
As far as I know you can't play online unless you want to get banned... but the hackers don't care about playing online anyways.
For trophies, I think you can even get an instant platinum with the hacks available and you can also put a time stamp on them... I'm not sure but I think you can get lots of platinums, upgrade your firmware (which I believe deletes the Jailbreak things you installed, I'm not sure), sync your hacked trophies, downgrade your firmware again and keep hacking, lol... I'm not sure about this though xD
