They got to throw in a booklet or something, only the hardcore fans and oblivious consumers would actually purchase that. In UK you can get GOTY editions for about £15 all in, those contain codes for all the map packs, I'd imagine even cheaper in US, seeing as the taxes on video games are not that much of a bitch there.

Agreed.  I'm just checking out Gears prices funnily enough having finally got a 360 in December.  If this is a collection and it's worth it I'd get it - but right now both games can be purchased very cheap.
