Despite the natural advantages of the PC version, yeah mods are pretty uninteresting for GTA IV, The reason has more to do about the fact that it's using GFWL (disgusting) and Rockstar Club (craptastic) than the community's lack of effort though.
Also, the console versions' graphics are around the low settings of the PC version. This should entice at least some graphic whores.
