Yeah, I agree. Up to now 3rd parties haven't made any game that has God of War III graphics... they can't even reach Uncharted 2 level of graphics :P.
They need to spend 1 or 2 years and a lot of money and resources creating an engine specifically made for the PS3 or at least Sony should create one and give it for free to third parties so they can start making games with God of War III graphics or maybe even better! But I don't think that will happen.
Up to now I'll have to go with "True". I hope they can change that in the future... at least start implementing Santa Monica's MLAA, jesus christ! just doing that will allow them to free the GPU to improve the graphics a little bit and games will have less aliasing than if they used 2xMSAA or 4xMSAA :P
