That is not a realistic set of alternatives ...

People don't end up as slaves in western developed nations because they lack the ability to take care of themselves; most of them end up as slaves because some "empathetic" moron believes that a system which allows for a lot of illegal immigrants is good for the illegal immigrant. It doesn't matter whether you're talking about Mexicans who are smuggled across the US border, or people from other parts of the world who land in Canada, claim to be refugees, and disappear before anyone hears their claim, without any real status within a country a person is likely going to be exploited.

At the same time, welfare programs in modern days have gone far beyond preventing people from starving; and today their primary accomplishment seems to be preventing anyone from getting ahead.
