It's actually rather common for countries to bring in conscription/drafting in times of War.
It was incredibly common during World War 1 and 2.
I would assume allot of countries without conscription/drafting would bring it in during times of great need.
For instance here in Australia we never used to have Conscription, then World War 2 rolled around and it was brought in (Same went for the majority of Western powers), then again abolished in the 1970's.
It's a good fall back if your country is at risk in my opinion, which is the only time it should be used.
But to be honest, if there was a massive war, your country was at risk, you have bullets and bombs landing all around you... The last thing you will worry about is the sexual orientation of the guy that could save your life sitting next to you.
