Well from what I'm aware, the US is really the only active country in creating synthetic life. Synthia, the bacteria with the synthetic genome, is the only synthetic life created so far that I'm aware of and that was a project led by the US. I think it's a case of the rest of the world is catching up with you. 

Well, I kinda guessed the US was the only one that far, what with all the extra money we spend on technology.  I just thought maybe there would be policies already decided one way or another.
