The ethical issues will be astrinomical though.  We already have 40 year men that pretend to be teenage girls online, just imagine that they buy a teenage girl surrogate.  Will sexual interaction with the surrogate be legal since the girl is actually a 40 year old man, or will it be illegal due to his appearance.  Also, will rapping a surrogate be illegal?  The victim could just disconnect from the surrogate so no physical harm is done, but no means no so who knows.

We currently have 40 year old men cyber sexing with 18 year old boys whilst pretending to be 17 y/o girls so I think it is safe to say that precedent has already been passed. As for rapping a surrogate? Well given the quality of the current crop of rap artists whilst it probably isn't illegal to inflict on anyone, it probably ought to be.
