Probably not, I think Final Fantasy games are gonna turn into those Dragon Lair type games... except without having to make decisions.  Oh and they couldn't make towns in 5 years.

XIII was in actual development for around 1 and a half years. The post mortem report on the game's development sheds light on lots of things. It seems they only realized how to make the game when they had to make a demo for it, terrible management.

On topic:

The game was big wasted potential because the world and setting was very compelling, but the story was just as boring, the Edge review put it in the best words --  "with a background fiction as rich as its story is poor". A shame because the battle system is one of the best

Taking into account that the developers of the game said Towns and minigames will return in their next game, taking into account FFXIII-2 should get a more focussed development time, the already good battle system and finally the great background setting of the world they have a chance to make a really great game. If it does happen I hope they can do it right this time and not mess up. Most of all they will have to make it good for it to sell and FFXV will be handled by a more competent team.
