weird, i am swiss, but this completely passed me. btw. it doesn't mean anything if the "government is considering something" in switzerland, we have direct democracy so the last word will always have the people.
anyway, even though it's kinda strange, i think it'd be ok, the state shouldn't care about what happens in your own 4 walls as long as everything is consentual or criminal in some other aspect.
