I have noticed that the A.I. is different depending on the events.  During License test and Special Events, it is a bit obvious to me that the A.I. is fixed to tank mode so that YOU learn how to avoid contact with them while finding the optimal route.  By having the A.I. follow a fixed pattern, it makes it easier for the actual test to be focused on particular elements that couldn't be achieved if it was always adapting to you.  

While during some other A Spec events, the A.I. will be different depending on the level you're in, or something like that.  The A.I. is overall more robust and smart during the higher level events.

If you think that's bad, just wait until you start the Formula GT championship. My DFGT is suffering from it >_>.
