VGG make some adjustments in America after financial numbers released... so theses adjustments are to contemplate sales in countries like Brazil.

But VGC didn't track Brazil.

thats what im saying, PS2 is undertracked as you all know but VGC doesn't adjust cause they dont have much data in south america which is where PS2 is being undertracked from(according to source).
