Just because the economy or an individual company is doing better doesn't mean the average worker is doing better. With advances in technology, workers are getting more and more productive, so there are less of them that are needed, and thats not to mention that they have to compete with cheap labor elsewhere.
Lots of companies find ways to increase profits by downsizing, its always been that way. With the recession, many companies have been forced to downsize to efficient levels and have little reason to rehire.
