Hm, not quite sure. Alternatively a game could come with a device to play the game; thus it's a peripheral created for a single purpose. Whether it remains a peripheral made for a single reason changes or not may not change it's original purpose, that of being a part of a game, albeit something you can physically manipulate outside of the game and use with other games. The balance board came with Wii Fit so play the game, I'm not sure you can say that a Wii came with Wii Sports so you can almost exclusively play Wii Sports.
If a device that comes with a game can also be used for other games could be in the same grouping, it should put in the same group as video game consoles.
