If the criteria of winning a bid is having a potential audience then why don't they just say so, it would save money from bids from countries where football is actually popular and successful, whats the point of having a technical report when the US & England both came top of the reports in their respective bids.
The problem isn't about the fact that the US & England lost their bids, but FIFA set down guidlines and then just turn around and say "you know what fuck it we'll give to these guys here". I can see a reason for why Russia won it, but for Qatar to win over the US just makes the whole bidding a complete joke.
