oh, and 4) It isn't the amount of money you make that matters, it's the amount of money you spend. So it's people who spend a larger percentage of their income that would pay the most tax. And as I see it, poor people are more likely to spend a larger portion of their income than rich. Maybe the "prebate" offsets that. Haven't looked into it. But any program where the govt. sends you money can't be good. It should be some kind of discount coupon instead to avoid having to pay taxes in the first place.
