Dr. Wily. He could kinda be like the Pokémon trainer in Brawl and just stand in the background whilst Robot Masters do his dirty work.
But since it probably will never happen, I guess Nightcrawler and The Punisher will suffice. Pretty much everyone else, who I want in has already been confirmed. Well, except for Haggar, but he's pretty much a given.
