So does that mean IGN is right?
I'm guessing the reason people think damage becomes more advanced as the game progresses is because they unlock more premium cars and hence see higher levels of damage. I mean its pretty clear in the IGN article that their saying that advanced damage is not unlocked or else they could have easily clarified it with a single sentence.
