Yakuza is exclusive because it was an exclusive on the PS2. The market where it matters most has not changed much (which still compliments your point, but needed to be elaborated on further).

Vanquish tells a story about how to bomb hard.  That doesn't change the fact that these games generally tend to sell better on 360.  If you're making a shooter, 360's the best bet (well, multi's really the best bet, but that goes for about every HD game really).

And yeah, Nagoshi views Yakuza as a "PlayStation franchise" at this point.  Then again he used to say the same about Super Monkey Ball and Nintendo, so who knows what'll happen in the future... I'd say the market supporting PS-family exclusivity probably holds the most weight, and if there were a viable alternative market for Yakuza games, they'd probably go there as well.
