Probably sits outside your range, but if you have a Wii you could pick up Phantasy Star Online Episode III: CARD Revolution. Actually a GameCube game, but it was a neat card-based game in its time (online at one point, but those servers are long gone and the only thing Wii can't do in terms of GC backwards compatibility is emulate online anyway)

So is it anything like this game? Are they all online only?

PSO Episode III (as well as Ep I & II GC version) dates from a gentler, more naive time, when MMOs allowed users to keep their game saves on their own memory cards, which meant you could hack it silly as long as you didn't acquire weapons or cards that were event-only and had never been released, but Episode III hosted a fairly robust offline mode, a story of two opposing factions who fought using different methods (Hunters whose cards could be equipped as weapons and armor to their own bodies, and Arkz who could not equip weapons, but could summon monsters). Also had local multiplayer that you could abuse for EXP purposes

Monster Hunter: pissing me off since 2010.
