It took them ten years to release a game. Not develop it. There for it wasn't in development for 10 years. :)
Because if they were to continue down the path and not waste all that development time on something that would never come to see the light of day and they would have released it a lot sooner.
For Alan Wake you also have to look at the amount of devs that work there compared to Polyphony. I believe the amount that worked on Alan was somewhere in the ~15 person range. Where as Polyphony had...?
