The problem with that would be it would be extremtly classist. Since to have any effect the people you'd need to sterlize would be the poor... and poor countries.
Afterall the biggest problems of population growth now comes from poor countries... and poorer families.
There is always also the option of cutting off foreign aid. Of course, that would cause a bunch of people to die. There is a certain logic in foreign aid only really contributing to those countries problems long run as it artificially inflates their populations buuuut.... I mean, the other option is just letting people die.

Frankly, I don't care because I think the biggest problem the human race will have to face in the not at all distant future is the resultsof overpopulation. If its the poor that have to be sterilized it is not as much of a problem because the people who do have children can create the best life for them that is most condusive to creating productive individuals that help out society in general.
I know very, very well the problem comes from poor countries, the worst culprets being India and China as I am certain you already know. This only makes the issue worse as they wan't to live the lifestyle of the Western cultures (with the USA being the worst example). This will only lead to even greater over -consumption and consequently lead to the death of many great species. (Not even bringing up other major issues.
I don't care about cutting off aid because the world only can support so much human life. Water is the biggest factor that will hold back human population and I am greatful for that. So people will die and they are dieing now because there is not enough resources to support ourselves and of course mother nature.
Oh and I would volunteer for sterilization if governments actually cared about bringing the earths population to sustainable levels.

I think if done it should be by area and it would have to be really gradual as it would bring it's own problems, many economic ones, from less spending options and product variety to older and older populations with few young people having to support both their child and their elders. It would also have to be absolutely world-wide. Most likely forced. Would cause wars.
Really, I think either things will gradually get worse and worse and people will naturally back off/die or it'll reach a critical point and explode into a dark time of many deaths before stabilizing again. Hopefully by then we're a bit wiser and make sure not to screw up again.

For the most part, I agree with your statements and remain very cinical on the future of mankind,and nature. The problem is so bad it will probabably end with an outcome that is not a benifit to nature or humanity. Just because the problem is so complex and there are to many variables to create an ultimate solution.
