A war between the two would be insane for both sides.
By showing they are willing to risk war like this they can show themselves to be "more insane" and therefore get themselves a better deal.
It's the same reason they showed someone from the US their super cool awesome new nuclear facility a few days ago that was up there with anything anywhere else in the world and could eaisly enrich uranium for bombs.
