That's not true, in fact there is no magic statistic of what your eyes can or cannot see because it's the brain that actually does a lot of the processing. Peoples eyes and brains work differently, some people can actually tell between 60 fps and 120 fps. The difference is when you start adding motion blurring and other effects it can fool your eyes into believing your looking at something running smooother than it actually is.
