It's official. Not a rumour. 
IGN UK have also confirmed the release date of GT5
- Nov. 26 in EU (include Italy)
- Nov. 27 in US
- Nov. 30 in UK

The game is already out in France (since the 19th). It seems the retailers sell it as soon as they get it.
