That's why you have to be wary if you buy hentai in Japan and try to bring it back with you. Customs will check it and seize it from you
Though enforcement is thin on the ground, as i know quite a few websites that blatantly advertise lolicon, let alone the ones that portray adult-like minors (like Sailor Moon). It's like downloading songs illegally. A few unlucky shmucks will get nailed on it, but it's mostly irrelevant.

This is not true. "Virtual porn" is not per se illegal in the US unless it violates the Miller Test, which is a high hurdle.

Virtual porn depicting virtual minors, not virtual porn altogether. I'm pretty sure that falls under child pornography laws in general, though obviously isn't nearly as strictly enforced
