I never ceased to be amazed at what some consider sexually arousing.
As for this case, if he was just interested in cartoons I find it a bit too much to say it's illegal, but I wouldn't be surprised if it turns out he was interested in more than cartoons.
Try to be reasonable... its easier than you think...
