A twitter feed is not an official statement.  Can you link the IGN article?  Until there's a press release or official statement saying it's sold to consumers, then it's best to assume it's sold to retailers.  I'm not saying it's not sold to consumers, but there's nothing to say that it is.

No.  There are misunderstandings and miscommunications in business all the time, especially where the communication isn't filtered/fact checked through PR, with executives saying something and having to go back and clarify things.  That's why it's usually best to wait for an official communication to clarify things.  Though MS probably should've been more clear in their intial statement, it seemed purposefully vague.
