I covered this earlier, but it's less the total size of the userbase and more it's makeup. GT relies more on the mainstream audience than the "core" oriented GOW. Just look at how both series have done on PSP, or how other more mainstream reliant Sony IPs have done on PS3 (Ratchet & Clank, Hot Shots Golf) versus last gen.
