The retailers have seen how profitable Steam is and want to start their own DD services. Unfortunately, they're light years behind, so rather than actually make their services compelling to publishers and customers, they'd rather try and hobble the market leader. I'm all for competition but at the moment, every other DD service, bar GOG, just doesn't offer anything that Steam doesn't do much, much better, which is why I rarely buy from them.
