I'll argue that you are wrong here.
First of all check Perfect Dark remake on the 360, it is native 1080p. The dashboard upscales to 1080p but games are fully capable of 1080p on the 360 as are movies.
Secondly, Black ops on the 360 goes form 600p in 2D to 720p in 3D. Because 3D requires to display 2 frames, each frame is 360p wide and then is scaled to 720p by the TV.
On the Ps3, game runs in sub 600p in 2D...and in 3D it runs in 1470p. Each frame already scaled to 720p by the PS3 because that is how these new 3D TVs work. DF can not determine the the true PS3 3D frame resolution because its is scaled before it reaches the TV. It could be 300p, 320p, 360p or even higher per frame... The ONLY difference between 3D method on the PS3 and 360 is taht for 360 TV does the image scaling, for PS3 version, PS3 does it before it reaches the TV.
Now any resonable person should be able to conclude that since PS3 version in 2D and 3D runs worse than 360 version, it most likely is running around 320-360p per frame in 3D, which is around the same as the 360 version. There is no special magic PS3 can do to squeeze extra performance for 3D if the game is struggling in 2D...
