There are more than enough countries that are having or have had terrorist threats, but where no one actually succeeded.
Canada also can't have got too many Muslim immigrants that could radicalize.
It also is a somewhat no-name country that can't have made too many enemies operating in the shadows of its bigger brothers the US and UK.
