You summed up my thoughts exactly.
It seems Peter decided to remove the features 70% or so Fable II players didn't use (find the article) and made Fable III very shallow for the 30% or so that did use everything in Fable II.
The only great thing about the game over its predecessor is Coop but even that is lacking compared to other games.
